Healers Kit and belladonna

Given that I would be willing to give in the argument that if the player had written down that his character had Belladona that I would assume that it was fresh as long as there was a person with herbalist skills around. But back to my question, is Belladona standard stuff for a healers kit?

I would say it's standard, but only in its dried form. As AuraSeer pointed out, it is a VERY common plant. Half the people in the US have it growing behind their garage. Again, I direct you to this: medicinal uses of Belladonna

At most I would say that the dried Belladonna in the Healers Kit allows you to delay the onset of the disease/curse. Let's say each kit contains two doses, and each dose allows you to delay the onset of the disease by one hour. But you still need to roll for the toxicity of the herb as well...
