Level Up (A5E) Heavy shields and Dodge

The language on the benefit of taking the Dodge action while using a heavy shield is unclear to me. Is the expertise die to your AC supposed to replace the Disadvantage to attacks against against you (as the word “instead” might apply) or to supplement it?

It seems to me that it would be worse than a regular Dodge the majority of the time in the first case, so my inclination is to take the second interpretation and assume “instead” is referring to the fluff of what you are doing rather than the mechanics of the bonus, but I’d like to know what the intent is.

Looking at the wording on the tools site (which may or may not be Outdated) I think it's supposed to be in addition. Given the downsides of those shields and wording it would seem reasonable you get both disadvantages as well as the expertise die.
