Help--I need epic software

I usually use HeroForge when I need to whip up some NPCs, but I have an NPC who is really high level (30s), and HeroForge isn't set up to deal with 21+ levels yet. Is there any good, FREE, character creation software out there that is fully compatible with version 3.5 and the epic rules in the 3.5 DMG? Can PCGen handle this?
