After stating the base creature I took one look at what a no Con. score would do to it and scraped the idea of making it undead.
This is a white dragon that has been advanced 5 age categories past Great Wyrm using the advancement rules in Draconomicon, had the Savage Template from Book of Templates: Deluxe Edition applied, and given 1 level of Sorcerer plus 12 levels of the Elemental Master PrC from the Draconomicon.

Breath Weapon (Su): 60 ft. cone, 17d6 cold, Reflex DC 57 half.
Crush (Ex): Area 30 ft. by 30 ft.; large or smaller opponents take 4d8+33 points of bludgeoning damage, and must succeed on a DC 57 Reflex save or be pinned.
Snatch (Ex): Against Large or smaller creatures, bite for 8d8+22/round or claw for 4d6+11/round.

Cold Mastery (Ex): +1 bonus on attack and damage rolls if both the dragon and its foe are touching ice or using frost or icy burst weapons.
Elemental Command (Su): The dragon can turn or destroy creatures which have the fire subtype, like a good cleric turns undead. It can also rebuke or command creatures with the cold subtype, as an evil cleric rebukes undead. The dragon can use this ability 10 times per day.
Summon Elemental (Sp): Once per day, the dragon can use its breath weapon to summon one greater water elemental, two huge water elementals, four large or medium water elementals. The breath weapon functions normally, but in its wake the elemental(s) appear, attacking in the next round.
Energy Focus (Ex): + 4 to the save DC of spells it casts with a cold energy descriptor.
Energy Burst (Su): 60-ft radius, 12d8 points of cold damage, Reflex save DC 37 for half. Creating an energy burst counts as a use of the dragon’s breath weapon.
Energy Storm (Su): 60-ft radius, 24 points of cold damage per round, lasts for 12 rounds or until dismissed. Attacks made by thrown weapons and projectiles automatically fail to hit if their path of travel is within or passes through the area of effect. This ability counts as two uses of the dragon’s breath weapon and the dragon cannot use its breath weapon while the storm is in place and for 2d4 rounds after it subsides.
Elemental Qualities (Ex): The dragon is immune to poison, sleep effects, paralysis, and stunning. It is not subject to critical hits or flanking.
Spell-Like Abilities: 3/day - fog cloud, gust of wind, wall of ice; 1/day - control weather. As a 23rd level caster.
Other Spell-Like Ability 3/day - polar ray. As a 20th level caster.
