I'd probably build him as a cleric/divine fist of some sort of weather god (Check out the weather domain from the CD). Gets him some fairly decent combat abilities, access to lightning and weather spells, and posibly unarmed if you go for Divine Fist.
Not sure if I want to crunch any more than that, but that should give you a good starting point.

If you were willing to pick up Elements of Magic he'd be easy to create, since you could create custom spells to emulate his special attacks. Sure, at high levels with the core rules you could make him a sorcerer/monk who is able to cast lightning bolt and dozens of shocking grasps (could he teleport too, or am I thinking of someone else)? But if you want to be able to pull off his schtick at anything under 10th level, EOM lets you perform those moves, both at low and high power levels.
