How about, keep track of the amount of money they would be receiving if they didn't refuse rewards (oh, to have players like these...), and then say that the church has agreed to allot them x funds to build a stronghold for the glory of the faith. Or, to match whatever funds the characters put up.
Or, if you don't like the stronghold idea, how about a small xp bonus? This would somewhat compensate for their lack of magical treasure.
