Help- need to find a map program or webtool

I have campaign idea set in a future Earth setting and I need to find either a program, webtool or something that will let me take a map of Earth and adjust the water level up and down. So I can play with how much land/cities I want to be underwater and then have a map of the new world. Anybody know something that can do this? Preferably something free and easy to use.

just find a topo map of the planet and fill in all the low spots with blue

Fractal Mapper by NBOS should do it; I've used it for years.

Yep Fractal Mapper is my suggetion also. take a look. Its a great program. Lots and Lots of features. Well worth the reasonable price they ask for it.
