Yes, all stat adjustments are applied after any flat stats you pick, and stack with racials. They can also be applied to any 8s you have as a result of not picking a stat.

If you take a Str 16, for example, and a "+2 Str", you can combine all of those with a +2 Str racial ability to start with a 20 Str.
Ah; I think I was misreading this before. Each of those +2s is to a specific stat (the one whose column it's in). I get it now.

So EITHER you can JUST take one of those as basically a 10 in that stat, OR you can spend multiple draft picks on a +2 in a given column and a regular value in that same column. (or just completely neglect the stat and get a default 8, or possibly modify any of the preceding options with one or more of the funky items from the list).

And then when we're like, "No, that's not there. And also? Not an ability for like, 35 years ...."

He will feign surprise, and totally ..... TOTALLY take the wildcard 11 ability. Just to spite us. Or him.
