Help redsign AotSkin with celestial "donor"

In an upcoming campaign one of my players will be playing a character with celestial heritage. His background has a cabal of mages facilitating the creation of this part-celestial for their own ends. Subsequently the PC escapes their clutches and goes on the run. Naturally the cabal is not going to let this continue. So, I want to design the head of this cabal as a nemesis.

I think the most fitted PrC for him is the Acolyte of the Skin. Usually this PrC undertakes a transformation with a devil/demon skin that has replaced his own, and both parties are willing.

My change to this is the nemesis planar binds a celestial and forcibly takes this essence from them. Planar binding to Call it, dimensional anchor to hold it and than a barrage of spells to defeat it. Combined effort of the cabal to subjugate this one! Looking at AotS he willingly bonds once with a fiend. So my first alteration is to the ritual; at 1st, 3rd, 5th and 10th he must perform a ceremony to drain a (bound and anchored) celestial of its life. This will power up the abilities gained at these levels.

With this in mind, I need to make changes to the PrC, and was asking for thoughts. I will leave BAB, saves and spell progression alone.

Fire resistance moves to lightning, cold to acid. DR becomes DR/evil. The fire damage (7th level ability) becomes cold.

Other abilities:
Poison spell like becomes charm monster?
Fiendish glare - Angel eyes, doesn’t unnerve, instead charming them, but mechanically remains the same.
What do I replace summoun fiend with?

How does this sound, or do you feel there is a better PrC to use as a nemesis?
