Why can't he be from another plane? Use the mechanics that you already have and just apply the flavor of him being from another plane. Unless it really doesn't fit the campaign or your DM has serious issues with creativity, he'd presumably let you do it.

You could also have him be from an alternate history of the main campaign, from the past or future or do the Kyle XY thing and have him without a belly-button and he doesn't know why...

Yeah, so? Generally, VoP characters aren't known for their quick combat. Even if every creature auto-passes the check, the chance of getting a 1 are real high when you flurry. And you still freaking exude golden ice on touch! How hardass is that? I glow(Nimbus), make holy scripture appear on my flesh(Stigmata), and glaze living creatures with holy frost (Golden).
 

Touch of Golden Ice can also be a "poor man's detect evil" since it doesn't specify that the touch has to be in combat. Just shake hands with the barkeep and see what happens. :)
 

Got the first test of my new dude last night. Party of 6 12th level dudes against 10 8th level dudes, including 2 sorceres and 8 theives with improved trip and magic spiked chain and vexing flanker. :)

MY dude was awesome. I took a total of 16 damage the entire battle and single handedly accounted for all the sorceres and two or three of the theives.

Whereas most of the rest of the party was blinded by glitterdust (that was more effective than it should have been) and unconscious by the second round. Very rough fight. A couple of ineffective PCs and a couple of bad decisions and we almost had a party wipe.

Except for me. :)
 

A mate is playing an INSANE monk at the moment with no weapons just raw power.
Half orc.(but fights as a gargantuan Troll)
Monk 6
Tattoed monk 5
Psychic Worrior 2


Str: 21
Dex: 14
Con: 12
Wis: 17
Int: 6
Cha: 6

Spends most of his time polymorphed into a troll.
Tattoed monk:
poison on hit: 1 con (DC 21)
Has damage reduction 6/magic
Re-roll 3 rolls per day (never fumbles of misses a save)

PsyWor2 + Practised Manifester + over channel + Expansion=
An insane DOUBLE SIZE INCREASE on top of trolls large size.

With combat reflexes and improved trip and reach 20' or something he gets HEAPS of Attacks of opportunity.

With a monks belt, and boots of speed this guy hits 5 times a round plus many AoO's.
Each hit is for:
6d8 (2d8 Enlarged 3 times).
+8 (str 27)
35 + 1 con
Assuming 1 AoO per round and a full attack, that is 210 Dammage! (plus upto 6 con dammage)
This is without greater magic weapon, belts of strength etc.

On top of all this if he takes grip of iron (Psychic power) he has a grapple modifier of +36!
He also has Pressure point Strike and Ki-straps to paralise an opponent for 1d4 rounds with a DC of 23!
 


I like the idea of your monk being from somewhere else. You should have a great deal of fun encountering the Scarlet Brotherhood, Splintered Mind and Baklunish monks. Enjoy.
 


When you get a chance, take the Wild Talent feat from the Expanded PsiHB. It gives you access to cool feats like Up the Walls, Speed of Thought, Psionic Fist and others. Very good for a monk. Especially one with an anime flavor. Also check out the PHB 2. They have some cool monk feats in there like Fiery Ki Aura.
