help with altering an image

This may seem a strange request. I have absolutely no experience with Photoshop or any other design programs, and I'm not even sure if what I'm looking for is feasible, but here goes:

I want to alter the image of Devis the bard here by changing his skin and hair color to shades of blue (sky and indigo, respectively) to represent an air genasi character one of my players is using as a character.

If anyone can do this, I'd really appreciate you posting it as a downloadable image here in this thread. If that's not possible, I would certainly appreciate any aid someone can offer as to how to do this sort of thing myself.

You can select all the skin, copy to a new layer, add a blue layer with transparency, merge those two layers into one layer, copy the new color skin onto a layer over the base layer. Do the same with the hair and that's it.

Here you go.

I duplicated the image onto a second layer, deleted all but the skin tones. then I did it again and deleted all but the hair. I was then able to adjust the hue and saturation of the skin and hair seperately from the base picture.
