Stormwrack already tackles this.

I didn't notice anything about playing merfolk, tritons, sahuagin or locathah in the copy I skimmed. I didn't buy it because I want underwater material. MEG's The Deep sucks and Bastion's Into the Blue doesn't anything on the existing underwater races.

Heroes of the Throne is a fantastic idea, possibly as a Core companion for the upcoming Powers of Faerun.
I'd surely buy a supplement for a George R.R. Martin-style campaign

Heroes of 7th Street - A book about running campaigns entirely in one city.

Heroes of Romance - Because someone really should do a tasteful book on sex in gaming.

Heroes of Higher Learning - Games based on research, schools, and academia, from Indiana Jones to Harry Potter.

Heroes on the Court - Sports, arenas, and circuses.

Heroes? - Running morally ambiguous games.

I really like the Heroes of Crime and Heroes of Mystery ideas, as they would fit well with the existing format of the line and fill an otherwise void niche. Things like swashbuckling and culture could be better covered by a different type of book entirely.

What about Heroes of Humor, for comedy campaigns?

You might want to check out Fantasy Flight Games' the Seafarer's Handbook, then. Where Stormwrack was probably 70% surface & 30% underwater, the Seafarer's Handbook is probably 60% depths and 40% surface.

Well, in that case. . .

Here's the link to the Game of Thrones RPG book, by Guardians of Order. The d20-only print version will be out very soon, apparently.

Feel free to ignore the link of course, but it's a personal fave - and you certainly won't find anything closer to what you seem to be looking for - so I thought I'd mention it. :)

I'll check the reviews on that. Thanks!

I was thinking about crunch and advice for intrigue n' warfare style games, not a campaign set in Martin's world, but I'll check it out.

d20 you say? I did not know that. The artwork looked great. I usually shy away from basement publishers because of poor art, but this looks pretty good.
Thank you for the link.
