Just like humans are born with an innate ability to read and write their native language?

I think that the concept of "racial starting packages" with the concept of "species starting packages" has been confused.

All dwarves have darkvision. This is true when it is a baby, and it is true when it is an adult. There is no change there.

However, Would you expect a baby dwarf to be able to succede on an appraise check to correctly identify finely cut stone? Or would you expect it to just teethe on the pretty rock?

There is a difference between culturally taught values and information and true species capabilities. Elves teach their children how to handle a sword and a bow. Gnomes teach their young about how to fight against a giant.
