High level babies born from high level PC's?

All elves are born with an innate ability to use a sword... and halflings are born with the ability to throw rocks (must have been born in a region where some imperialist government left another race in charge of their homeland and dislplaced them to the desert...)

Right, but just because my human is a fighter instead of a sorcerer doesn't mean that my baby will know how to use a greataxe. Just because I'm 20th level doesn't mean my newborn baby will have 20 Hit Dice.
But, it does make sense for a baby elephant or giant to have lots of Hit Dice by the time its an adult, since they're naturally bigger and stronger than a human.

I once considered creating a bunch of races that actually reproduced according to discredited early theories of evolution. This for instance is Lamarckian evolution. It would be interesting to have, say a Golem race that resproduced themselves by becoming molds for the next generation and actually passed on some measure of their increased abilities.
If you do not have Lamarckian evolution in your campaign, the idea is just silly of course.

High hit dice monsters are born with (or grow up to have) higher hit dice due to size, physical construction, etc. Class levels don't represent the same thing.
Now, if you go by the "PCs have a unqiue aptitude for heroism that other don't" (ala Eberron), the offspring of two PCs might well have a higher chance to have a PC class.
The scro would be an example of this - their ancestors were all orc "PCs" rather than orc "NPCs" and so they all have superior abilities/PC classes, whereas normal orcs are usually warriors.

I actually roleplayed this out with some players of mine back in 2E days. It is amazing how, under parental controlled conditions, fast their decendents can safely gain levels. They got hurt a lot but they didn't die. Really helps if your parents or good friend are good at summoning. "Train" them up to 4th or 5th level, put a contingency or two on them, and off they go, usually to a very successful adventuring career. With mommy and/or daddy there to pull thieir fat out of the fire, or raise them from the dead, if they weren't fast enough to save them.
So no, they aren't born with high HD, but with attentive, protective, and helpful powerful parents and family friends, they can get there rather quickly. Especially now in 3E.

This is why, going by the RAW, not only would adventurers initially become Kings By Their Own Hands, but their descendants would stay in charge fairly easily (and be quite fit to defend their kingdoms). That's leaving out the probable genetic plusses they get from being the descendants of PCs.
