Hmmmm...
I'm not so hot w/the high level challenges, but I think you should make the city itself some kind of threat since it's such a cool location.
Maybe magic works differently or has side effects. You could say the city was still temporally unstable, and the use of magic within its borders caused further "disturbances." Every spell level worth of casting could cause random monster summonings from the time stream and cause minor earthquakes. The two rivals would still have the option to use their abilities, but would have to consider the consequences a lot more carefully.
Or maybe buildings and stone structures could spontaneously animate to meet threats to the city.
