High-Level Experts Creating Magic Items?

I was reading an article in a d20 magazine named Campaign, dealing with trying to quantify what it means when a particular level is reached in an NPC class such as Expert, Aristocrat, Commoner, etc.

It got me thinking about high level experts.

Do you think that a high level expert, whatever that means in your particular campaign, should be able to create magical items?

For instance, do you think that it would be a stretch of plausability for a 20th level Expert, who has maxed out ranks in Craft (Weaponsmithing), to create a magical sword?

Personally I think ONLY High level experts should be able to access the Create Magic Weapons/Armour Feat since I don't think spellcasters should have that monopoly

and yes IMC I have Experts be able to create weapons and armour with bonuses with the bonus increasing the DC by bonus x 5 (eg a Short Sword+2 is Craft DC 25 = 15 (craft)+10(bonus) a Sword +5 would be DC 40 = 15 + 25) *I was considering making it a factor of bonus x10 (thus a Sword +5 would be DC 65 but decided to have enhanced items a bit more readily available)
 


Well, Bruenor Battlehammer is no spellcaster, yet he created Aegis-Fang, so there's precedence in the FR.

He's a Fighter, not an Expert, though. (But if you allow it to Experts, also allowing it to anyone with enough ranks in Craft or whatever is a small issue.)

I am going to use Incantations to do this for non spell casters, I am still thinking about how I want to accomplish it using incantations though:)

Heh! Just thought of the exact same point when I read the thread title.
 

I allow characters/NPCs with maxed ranks in Craft (whatever), Knowledge (arcana), Spellcraft, and UMD to take craft magic arms and armor, craft ring, and craft wondrous item.
 

Spellcasters in my world can cast power powerful spells or create permanent and powerful magic items, but not both.

I use dweomered items, that can be created by anyone with high enough craft score, such as potions that if you have a high enough alchemy / knowledge (herbs) score you can create. The side effect is that these potions have a finite shelf life. This enables the players get the magic that they need but not have tons of it on hand constantly.
 

The Incantation thing is not a bad idea. I had started thinking about what a Church of Boccob might be like.

I could imagine a service done once a month or so where a hundred or so worshipers gathered all day or longer to participate in a ritual that would allow the high cleric/wizard/mystic theurge to create magical item.

As to what the mechanics would be, I'm not sure.
