Hire an assassin, how much?

I think the assassin would charge a fee of about 100k or so and on top of that require the person doing the hireing to also pay to get the proper equipment, bribes, and other expenses. That could easily go up another 100k or more depending on the security of the 20th level character.

You really just need a level 15+ monk to go in there, shake the guys hand really hard (a simple faux pas when asked), set up some deadly vibrations and have the guy drop dead a week later.

Shoot, if I were a 15th level monk, I'd have the procedure down like clockwork and be doing it for a measly 20k a pop.

There's a system already written for just this question. Mystic Eye Games' Guilds and Adventurers has an assassin group called the Lottery. They take money from anyone who wants to see a person dead. As more money comes in on that person's head, he rises on the guild's "Lottery Rankings Chart". This chart shows what rank a hit is, what level assassin (or what EL group of assassins) is likely to hunt him, what the payoff is for the mark's death, and the fee that the guild takes out for a successful hit. To determine the total amount of gold spent on a mark, you add the payoff and guild fee together.

So, to answer your question (according to this chart), we start with the NPCs' gear value--45,000gp. To determine his rank, we find this amount under the payoff column. Here's the chart's breakdown for that area...

35 -- 14 -- 47,200 -- 11,800
36 -- 13 -- 44,000 -- 11,000

So if your assassin(s) is not part of a guild, we'd take the average of the sum of the last two columns to see how much the job would cost = 57,000 gp. To maintain an appropriate EL of 14, scale back the number of 10th level assassins (of whatever classes) to 4. Thus, each assassin gets 14,250 gp for the kill (assuming they don't try to kill each other after the job is done to increase their share of gold ;)).
