It's a free PDF magazine put out by both companies, each one will have a theme which about half the contents will be dealing with. #1 is about bardic stuff.

I got into this issue late, but I helped write an article on bardic instruments and have seen a PrC that is interesting for bards.

Dragongirl. Serious question.

One of the items I designed for my article, which was designed several months ago, is similar, but in no way identical to an item found in Savage Species. The mechanics are quite different, and its a wholy new design, but still similar (actually the SS one is more powerful, but way more expensive, and mine has an added feature). Should I still include it. The name and function are different.

IMHO as long as you came up with the idea yourself (not doubting you here, just saying in general) and think it is good you should feel free to submit it.
