Hmmm... question about the Goad feat...

Let's say we have 2 character's both with the Goad feat... BBEF (Big Bad Evil Fighter) attacks the party. Wizard casts Slow on the BBEF. Two characters with the Goad feat flank the BBEF and each use the Goad feat (successfully) on him. What can the BBEF do?

He is stuck at making 1 melee attack only (because of Slow). He is forced to make a melee attack on both enemies, but can only make a melee attack on one of them.

I think that either (a) he is stuck and has to perform some other action (other than melee attack) or (b) that he can attack whomever Goaded him last. Though it is not spelled out if it works like option (b).

Thoughts?

Along the lines of stacking spell effects (while not really a spell effect, but well), I'd say the last one who used the feat would be attacked.

The other option would be to let the BBEF simply choose one.

the big bad can only attack once, so since he has to attack each of them and can't he can choose who he attacks as long as it is one of the two. .
