Home regions and FRCS (Living City Campaign)

I am making a character for the living city campaign and am looking at the starting equipment table.

It says that if you do not pick a region that is favored by your race and class that this affects your feats and starting equipmnet.

Do you not get to have any of those regional feats and equipment or do you just pick from the area you choose to come from?

I'm really not sure what you're asking here but I'll give it a shot.

Basically, you can be from any region and be any class, but if it's not listed as preferred then you can't pick the starting equipment or start with any of the specific regional feats. If there are feats that are lised as general (ie: not having a region as a prerequisite) then you may pick them normally.
