Definitely an interesting idea. I think you'd benefit from setting some limits on table talk, to prevent players from maximizing their returns across the whole party. I can envision a scenario a player with a low hand gets stuck with it indefinitely, as the other players cut them out to minimize risk.

The thing I'll need to grapple is that right now some cards are just strictly better than the others, and I'd want to give the player a reason some utility for low cards, but jury is out on this one for now.
Are you using a shared deck, or does each player have a limited set of recycled cards? You could require hands be cleared or set some action penalty for drawing back up, and then let them do deck manipulation stuff.

I'm using a single deck (I briefly considered individual decks, but there's just not enough "rolls" per session to justify that -- realistically you'll see like top 5-10 cards of your deck at most)

The thing I'm going to test for now is that when you fail (play 1-3), you get to fetch a card from the graveyard.
