Homebrews converted for D20 Modern?

I'm curious what the (perceived) difference between a d20 monster and a d20 modern monster is?

I thought it was just formatting. In other words, all d20 monsters can be d20 modern monsters, just by formatting the stat block differently.
 

I had a general impression that d20 Modern monsters were weaker than standard D&D monsters. While the stat blocks are pretty close, a monster from the MM would be tougher in d20 Modern, mainly because of limits on accessing magical countermeasures that are considered standard for D&D. I haven't done any direct comparisons between the creatures in the d20 Modern books and the MMs, though - this is just the impression I got from reading through the monsters in d20 Modern.
