Attempting to impose real-world physics on D&D is an exercise in futility. (One might even say an exercise in stupidity, but that would be mean.)

Elementals are living creatures as defined by the rules. Horrid wilting affects living creatures. Therefor, it affects elementals. Q.E.D.
 


Elementals are done very very half-arsedly. They should also be immune to disease and such, but aren't. Indeed, arguably, they should be treated as sentient constructs with extra effects, since they're completely inorganic.
 



I would say it doesn't work, but then again I'm often being griped out for ruling things more in favor of role-playing than actual... rules.

IE: A guy is laying on the ground when a PC encounters him, he can just put a boot on his neck and pin him while still being able to retain use of his weapon. The enemy can attack back, or attempt to grapple his way out, if not is still prone. That of course goes entierly against the rules, but it actually makes sense.
 

It only makes sense if you give some massive bonuses to his grapple check. Allowing it to be attempted during the standup action. Chances of holding someone down like that safely is pretty much impossible.
 

Being stepped on at the neck by a 200 pound person, it's practically impossible to stand up. You can grapple to attempt to move their foot, but it still wouldn't be any easier than normal, as you have absolutly no leverage. If the enemy has natural weapons, or is armed, there is no way you could really pin someone that way. If it's just an average strength human, it would be hard... but maybe they shouldn't of been asleep when a man with an axe came busting through their door.

Regardless these are things I use against NPCs, using unknown rules against PC's is not exactally fair.
