House Rule: Flanking Grants CA to all melee combatants

My DM is thinking of house ruling flanking to provide Combat Advantage to all Melee Combatants on the target (reminds me of the harried rule from Earthdawn). The idea being that both monsters and PCs will benefit. Has anyone done this as a House Rule? I'm looking for feedback and suggestions pro / con.

Will it benefit PCs more than Monsters? Vice Versa?

It will benefit rogues more than anyone else, and since most PC parties have a rogue it will benefit the PCs more than the NPCs/Monsters (with a few exceptions).

But I'm not sure why you want to simplify the combat tactical manuevering so much. You invalidate a lot of the shifting and other abilities since their most common use is to set up and prevent flanking, or at least prevent the rogue from flanking.

It seems like this wouldn't unbalance the game much (slight advantage to rogues), but also would not make the game more fun.
