House Rule for Per-Encounter to Per-Day Abilities

Greetings! This is my first ever post to EN World (I just signed up) so hopefully I do this correctly.

I've been reading about some peoples' dissatisfaction with the per-encounter ability mechanic for 4e. But it strikes me that there is a simple solution for those who want to maintain per-day abilities. Take the number of times a character can use an ability per encounter and multiply that by the average number of encounters per day, as determined by the DM. (And if the DM wants to be killer, he can underrate the average.)

This way, a wizard can get a bit of an edge in a single encounter by using up more of their resources (as is the current situation), but will have to face the crunch later on. This doesn't address at will abilities, so it doesn't completely address the concern, but afaik, the proportion of at-will to per encounter abilities hasn't been revealed. So how much of an issue is left remains to be seen.

And just as a note, I don't think I personally mind the idea of per encounter abilities. I'm kind of curious as to what the rationale behind it will be, from an in game perspective as opposed to a rules perspective. ( Are per-encoutner abilities fatiguing in a fashion that is easily recoverable from, might this mean that people with a greater endurance for certain types of abilities get a bonus on how many they can use per encounter? )

I realize since the issue of per encounter abilities is already being discussed in a couple places, so me starting another thread maybe isn't the best idea, and the existing threads should perhaps be merged. Alternatively, we could try limiting this thread to discussion of the proposed house rule, and speculation about the ratio of at-will, per-encounter, and per-day abilities. I recall hearing somewhere that even after using all of his vancian spells a wizard would still be at 80% capactiy. Also, will there be an assumed number of encounters per day in the rules?

No, I don't think so. This would be why they are changing to Per Encounter abilities. Encounters are not limited by resources, so no predetermined number of combats is required.

PCs may be able to effectively fight 100 or more combats in a day. It will be interesting to see if Healing remains a Daily ability or if the PCs can go around and cure whole cities of their ailing.

EDIT: Myself, I get around the problem by having the Players choose how often the PCs fight and how far they explore into dangerous areas. It's a skill thing.
