Houserule: multiclassing

I don't understand your point. The Novice Power, Acolyte Power, and Adept Power feats do exactly what you're saying, so the PHB already allows you to subsume the roles of other classes with just a few feats.

Funny you should say that... I am planning on using this as the basis for a half-elf houserule. I am going to give the at-will power as a bonus at-will (like the human racial feature) instead of a swap though.
 

If I'm reading your post correctly, there's no way for a multiclass character to ever get any class features of his second class. That's a pretty whopping big con. The class features are a big part of what makes a class feel like it's a different class (and not just act like it is). A fighter/rogue with no sneak attack?

That's a very valid point. I wonder if the 4E designers originally came up with the same concept I did (it makes sense, considering all of the other feats are power swaps), then had the same realisation you did. As I said in my original post, the main problem with the PHB approach is that it's (almost certainly) impossible to balance properly, but you do lose a bit of the flavour with straight power swaps. I don't know if there's a 100% win scenario here. I'd rather have a balanced approach to multiclassing than a more flavourful framework that has obvious 'power builds', but that's me, and I understand that others will feel differently.
