How can an enemy get past the Fighter?

Ah, but the wizard isn't ... if the fighter has (for example) Shield Push feat.

let's say:
2-1
-X-
-F-
---
--W

If the monster tries to shift to 1, the Fighter swings before it gets to shift (since it's an interrupt).
The fighter pushes monster to 2.
The shift to 1 is now out of range and invalid.
The monster gets to go, "buh ... can't charge wizard"

How in god's name can the monster not charge the wizard from there? Charge doesn't have to be in a straight line anymore, you just have to move to the closest square adjacent to the target by the most direct route. The only time you can't charge someone is when there is exactly one square in between you and them (need to move at least 2 squares towards the target to charge).

That's why you move twice instead of shifting. You're going to get hit either way, so why risk the chance of not making it to the wizard?
 

If the monster shifts directly to the right, the fighter does exactly the same thing, with exactly the same result.

If the monster uses move action to walk, the fighter takes an OA ... now, if the fighter has Heavy Blade Opportunity, and chooses to use Tide of Iron as his OA ...
The monster has to end its move action due to combat superiority.
The fighter pushes the monster 1 square, most likely directly north.
The fighter then shifts into the square the monster just vacated (if he wants to).

Monster gets to to "buh, can't charge wizard."

Sorry, meant to quote this one. I don't see how the monster can't just calmly charge past the fighter here.

Like I said in the OP, if you double-move, then you end up by the wizard - and on the wizard's turn, he moves away from you, and the fighter strolls back over to you, and... we begin again.

Usually. It's better drama if the monster eats a lot of damage but gets cozy with the wizard where it can cause some chaos. Just like it's usually better drama when the monster eats the extra damage from the warlock's dire radiance so that it can get cozy with the warlock. :)

Sorry, people keep getting confused - you move first, then you charge. And if you move first, whether or not the first move gets stopped, there's no way the fighter can stop your charge.

Well, unless the fighter has Shield Push, the enemy could just shift and attack the wizard. If the fighter does have Shield Push, he could still miss. If the fighter does have Shield Push and he hits, then yes, the enemy won't be able to attack the wizard unless he has some special movement or attack power. But he can always try again next round.
