The 2e DMG provides workable rules for clerics creating potions and scrolls (basically the same method as wizards). For other magic items, it boils down to the same system as used in 1e (cited above).
In the later (2.5) Spells & Magic book, a more detailed system was presented, not wholly unlike the one used in 3e actually. We adopted this when it came out - I'd recommend using that one if you have access to it.
