I've always thought that while some baddies are dummer or smarter, better or worse tacticians than the DM, that with Dragons it's best to play them EXACTLY as smart and as good a tactician as you would for yourself.. What else do you know better than your OWN ideas and tactics?
Dragons are (usually) fairly old as well as smart (The stupidest Adult dragon out there is as smart as the average human, and after Adult they're ALL smarter), and thus would be familiar with their own tactics. I find playing them to the best of your own personal ability, with as much forethought as possible, is the best, most entertaining(For all involved), and most realistic way.
