How do you challenge a flying PC?

I foolishly permitted one of my players to play a half-celestial fighter (flying speed 60', good maneuverability). At first, the idea of a flying PC seemed novel. But we have both come to agree that few encounters are all that challenging to him. Of course I can pit him against flying adversaries, spellcasters, ranged weapons, and confined spaces, but I prefer to avoid such a formulaic approach. Suggestions?

Well, if your party hangs out in the same area for a while, word might get around that there is a flying fighter around, then the baddies might start carrying weighted nets :)

Otherwise, forests or jungles are nice ways to deal with flying PCs. Maybe make them make a check every so often to see if they can still keep flapping their wings amongst all the branches. Otherwise, who knows what kind of poisonous snakes/spiders/bugs/whatever decided to hitch a ride while they brushed up against a tree branch, or crashed through a spider web (can i sense a fort save from poison comming?) ;)

Underwater adventure. Everyone gets a third dimension....
 

Use the weather to challenge him. Heavy fog that reduces visibility. Strong winds, thunder and hail storms to make flying difficult or dangerous.
 

Anything with a ranged attack.

Superstitious townfolk (I assume he has freaky wings).

He's always the first target selected by the enemy.

etc.
 

When's molting season for a half-celestial. It's got to be at least once per year and should take several days for the new feathers to become air-worthy. :D

Nothing's formulaic. That's a word players use to try to get you to reduce the number of times that quite ordinary (per the setting) things happen...

Airborne opponents with better abilities.

Air Elementals and Arrowhawks are some of my favorites, along with Fighters on Griffons and Wizards with the Fly spell.

Or just the old favorite, Hold Person him until he fails his save and plunges to the ground.

What, you mean you WOULDN'T be using flying adversaries, spellcasters, ranged weapons and confined spaces anyway?
