D&D 5E How do you do Bastions?

As @Arilyn put it, the rules are very abstracted- that means that the narrative justifications are going to fall in the DM's or possibly players lap. I don't love them as-is but they're enough to inspire something better... Though it means doing more work than I'd like. I wish they were usable to me as-is.

Fortunately there are plenty of 3pp and non-5e examples of the concept to work with. I'd love to meld a few elements of the bastion rules into Level Up's stronghold rules for example.
 

So a rules module explicitly designed to be player-side virtually exclusively becomes the DMs problem as soon as any issues occur?
Not “player side”. It’s in the DMG so the DM can choose to give it to the players as a reward if they want to. It’s like magic items - they are player side in that the players use them, but they are in the DMG because the DM gives them out, and are responsible for not giving out anything game breaking.
