Your average red dragon is probably too lazy to build their own dungeon. They'd be more likely to takeover an area that was previously inhabited (i.e. eating the locals, making them do his bidding, etc.) or by having his/her underlings build the area for him/her. The Stronghold Builder's Guidebook has alot of different prisons you can have built to hold most any foe. It's easy enough to conscript a local wizard/sorceror or builder's guild to have a Prismatic Prison built then setup a puzzle or trapped switch nearby that activates/deactivates the prison and voila!
