How do you use Hide in Plain Sight?

A player in our campaign has taken up Shadow Dancer. He wants to be able to use his Hide in Plain Sight ability at will as a free action (Hide, then move, then hide, then attack (Sneak damage), then hide , etc). I'm pretty sure that isn't right, but it just refers to making a Hide check, and the Hide Skill description isn't precise about this ability. I am leaning toward using HiPS as a move-equivilent action (as Sniping).

How are others interpreting this ability, in terms of type of actions?

HiPS is a move equiv. or can be used with movement, just as the hide skill.
