8,000 gp for a +2 save DC increase on ALL spells? You must be kidding me, that one goes straight to Bunko's! A must have for all casters, ever. Do you know how hard it is to get your save DCs up to comptetitive numbers from the mid levels on?
Also, the slot thing: "completely useless" might be overstating it a bit, considering that Headbands of Intellect can be put in other slots, too (albeit at an upcharge).
BTW, I'd like to see you be effective while rendering yourself "immune" to gaze attacks with a mundane blindfold... this item is intended for casters (spell save DC increase = dead giveaway), so not being able to see is a pretty big deal. I'd take a magic item to protect me from gaze attacks without rendering me blind over a mundane blindfold any day of the week. I'm pretty sure that isn't what the OP was talking about, though.
My take on pricing:
+2 untyped to save DCs is roughly equivalent to a +4 ability score increase. Increasing your casting ability score by 4 will increase save DCs by 2, and give other benefits, like bonus spell slots, skillpoints in the case of Int, Will save bonus in the case of Wis, etc. +2 untyped to save DCs is obviously not as universally useful, BUT for its intended purpose it stacks with other ability score increases you might get (stackable ability score increases are hard to come by). So, in the case of casters, roughly equivalent. So I'd put this power alone at 16,000 gp.
Necklace of Adaptation not only protects you from ALL gases (not only gas spells), but also lets you breathe underwater. So I'd halve the price, for another 4,500 gp, then multiply by 1.5 (for additional effect on same item), for 6,750 gp.
Nystul's making the whole item seem nonmagical isn't that big of a deal. Probably just rounding up the price to the next full thousand will be enough. It's not as if we're dealing with a magical assassin's weapon, which might benefit from the concealment of its magical aura.
So all in all, I'm looking at a 23,000 gp item for its powers alone. Personally, I hate the "this can only go to that slot" rule and tend to ignore it, but feel free to charge an extra 11,500 gp for "wrong" slot. I'm not entirely sure where an item such as this would go, though. A mask seems useful in protecting you from gases - but the save DC thing is the item's main power in my book.
