How High are bursts and blasts

3As a DM I'd simply make an ad-hoc rule how many flying enemies can be affected and leave it at that.

The problem is that is that I'm planning on using my Dragonling familiar
to "strafe" the enemy. Which means that I need to know what the
rules are. Its not really fair to just wing it.

I'm also very, very seriously considering getting an Ebony Fly as soon as the
opportunity presents itself.

The problem is that there isn't an existing ruling, other than what each individual DM has ruled.
