As a player, the highest-level character I've started with for a new campaign (not a one-shot or joining an existing game) was the 6th (for a Jedi in a PbP game here). I started a 2e PBeM game at 8th. Normally, though, it seems like the tabletop games I play in start at 1-3, though if we start at level 1, we're level 2 by the end of the first session.

I have always started things at 1st level. The new rules has you zooming through the early levels and IME we hit 3rd level very quickly. Many of the coolest adventures are written for 1st - 3rd level too.

I prefer to start games I DM at first level. I think it allows the characters to build some history in the beginning so by the time they hit the mid-levels they feel more involved with their character and already have tales to tell from their past adventures. It also helps me as DM get into the groove, I guess.

Like mmadsen, I also prefer to start around 5th level. It makes the characters competent but not so good that they don't have to worry about the consequences of failure. Not to mention, it gives more breathing-room for developing characters who may have more life experience.

We've started as high as ten but I don't like it. I perfer to start at one and if the DM wants to have us advance fast (like gain a level each session) until we get to where they want us that is fine. I think it works better then just starting at the high level.
