The Highten Spell metamagic feat raises a spells actual level. How high does it raise it? As high as you want? I think it is as high as you want and can but wanted to be sure.

That's right, as high as you want. Naturally you still have to beable to cast the spell, ie have spell slots of the heightened level and have an ability score high enough. Thus a 17th level wizard with 19 Int could cast a heightened charm person as a 9th level spell, and it would have a save DC of 10 + 9 (heightened spell level) + Int bonus (+4) + any other mods.
