How many "Daily" tier Attacks per Day?

How many abilites and powers that have the strength of a daily attack does the games intended you to have each day?

Daily Attack Powers
Well your daily attack powers are as strong as a daily attack power. We start with a daily attack power at level 1, and gain additional ones at levels 5, 9 and 20.

Action points
I consider an action point equal in strength to a daily power. Maybe not a very good daily power. Even if you just do 2 at wills in a turn, that's pretty strong. Combine that with paragon path action boosts and special feats an action point has similiar strength to a daily power.

Magic items
Only a few magic weapons have daily powers strong as a daily attack power. Really only the good weapon/implement enchanments and a few other are even close to that strength. After the weapon, only maybe half the remainder of your item powers have "daily attack power" strength. You get 1 daily item power per tier and milestone but you most likely won't get a decent one 'til level 3. Then there's you back up weapon and 1/2 the rest.

So if I'm right:
2 dailies at level 1 (1 class, 1 AP)
3 dailies at ~level 3 (1 class, 1 AP, 1 item)
4 dailies at level 5 (2 class, 1 AP, 1 item)
5 dailies at level 9 (3 class, 1 AP, 1 item)
6 dailies at level 11 (3 class, 1 AP, 2 item)
7 dailies at level 20 (4 class, 1 AP, 2 item)
8 dailies at level 21 (4 class, 1 AP, 3 item)

and you get about 1.5 per milestone.

Is this about right?

Yep sounds about right to me :) why do you want to know this, are you trying to re-balance the PCs' powers?

BTW I'd say really VERY few items can approach the power of a Daily PC power. Like, almost none. Which ones do you have in mind for that?

I imagine he's thinking about Veteran's Armour. When you first look at it the fact it gives back a Daily power looks very strong, but then you have to factor in you lose an Action Point. If an Action Point is effectively worth a Daily power then it isn't as broken as it first looks. Our DM was considering banning it or at least changing the level, until I pointed out how valuable Action Points are.

1) veteran's armor. If an Action Point is effectively worth a Daily power then it doesn't seem as broken.

1) The higher powerf weapon/imp enchancements are close to daily strength. A flaming short shord strike is basicly 2W+ DEX+ ongoing 5.

3) To see if I can use a daily every encounter. If i'm level 4 and I use a daily in each of the first 3 encounters, I still have 1 daily left for the 4th one, and 1 for the 5th.
