How many halflings does it take......

IMC we have a newly formed Halfling country. They don't have any ships yet, but have acquired some from the elves. Any idea how many halflings it would take to successfully run an elven ship that takes 50 elves to sail?

The problem I see is not so much the number of crew, but the scale involved. I'm not sure halflings would have much luck operating rigging and rudders made for much larger individuals. If the elves retrofit the vessel in some way, I think similar crew numbers would be fine, but I doubt the ship would be as seaworthy as it would have been prior to modifications.
