So why isn't this in House RUles?

Probably because its an off-shoot of the 'Design Philosophy' thread, which was an off-shoot of the threads discussing Mike Mearls' web articles. The intent is more along the lines of 'What direction would you like to see the game go' than changing the existing rules.
