The double weapon thing is vastly overrated, how often is a druid going to invest in the TWF tree anyway ? Specially considering most of the forms he can change into don't have very good dex scores.. seems like a waste of time. (Note: the original request was for one that would only work for a druid)
Considering he can just cast the spell anyway, I see np with making it cheap.
If any class could use it, then sure charge your +2/+3 or whatever.

Yes, you could just cast it as a spell, but the problem is that it only lasts for 1 minute per level. Not all druids go for the whole fighting like a beast thing, particularly at lower levels, when you have great stats or when you have lots of stat enhancing items (although you could try aurguing with your dm to let your bear form wear gloves, a belt and an amulet, I wouldn't hold my breath however)
