What level of definition do you want? If we're comparing the D&D experience to a FATE experience, rules are really important. If we're comparing D&D to volleyball, there are some big considerations that come before we get down to rules minutia.

I find the tropee, the type eof scenarios, and settings to be more important.

And That said, there are times where rules make the difference...we tried using RQ2 to run D&D modules, and it just did not translate well. So much combat in D&D generally, and RQ is way too lethal and detailed. Also the magic systems, differing magic items, skill system,.etc. just a very different experience
I agree both about tropes and scenario styles, and also about mechanics sometimes making a difference.

I think of the "traditional" fantasy RPG engines, RQ is one of the furthest from D&D in terms of the tropes and styles that it will support.
