Can use any skill as untrained.

Does this mean that I take 23 ranks of skill untrained and this feat and I can do anything at 23 ranks? (save exclusive skills)

I don't have song and silence but this sounds really high powered.

If you check the rules for skills (PHB, page 60, second column,and the table on page 59) you'll see mention of some skills that cannot be used if the character has no ranks in that skill (the ones marked "no" in the column labeled "untrained") - that's what's meant by "untrained".

A character with that Feat and no ranks in one of these skills can make a skill check for those skills at 1d20 + the applicable attribute modifier.
