how the heck do you calculate feats?

especially inborn ones and ones you should know if you're any kind of fighter like feint, riposte etc. should they be feats or just something a player should kno if he or she can swing a sword or spit fire?

Feint is actually in the bluff skill. Normal sword play covers some things, but it really depends on the specifics. Are you talking about designing new ones?
 



I'm not sure exactly what you're asking.

You get feats according to your total character level (one at 1st level, then one every 3 levels thereafter). Some classes, especially fighters, get bonus feats as a class feature.

They should be treated as skills, applying appropriate synergy bonuses to the Combatant skill and Blademaster skill (though if you support bludgeoning weapons in your game, a house rule skill for Hammermaster would be ok).

Actually, I don't understand your question either. But, if I do indeed understand you, in all seriousness, they really should be treated as skills.

If you're having trouble figuring out when characters get feats when they rise in levels, check out table 3-2 on page 22 of the Player's Handbook 3.5. It's pretty clear. You get 1 at 1st, another at 3rd, another at 6th, etc.
These feats you get as you gain character levels, not as you gain class levels.
 

I'm thinking he's confused how to figure out how many feats monsters get and why. Are some feats inborn? Are some learned? Is there a HD requirement? etc...

I don't know the answers, but that's my interpretation of the question.

I don't know the answers, but that's my interpretation of the question.

Monsters get a number of feats equal to 1 + HD/3 (rounded down). What feats those are depends entirely on the type of monster. Generally, unintelligent monsters have feats which are largely instinctive or help them survive in their chosen environment. Intelligent monsters have feats according to their nature - in the arms-race that is 3E D&D, this means feats which enhance their combat abilities. Some monsters - particularly low-HD monsters with natural talent or instinctive skill - have bonus feats, i.e. feats additional to their 1 + HD/3. A monster must meet the minimum requirements for a feat just like a character.
