For Doc Savage, I think I know how to handle him: a Fighter/Monk/Artificer Multiclass with High Levels and high Stats.. Or, heck, make him one of the few Epic-level characters in all of Eberron, to simulate his awesomeness..

Hey wait a second! I just re-read the section on lightning rail. It only travels 25 miles per hour, not 30! That means it only goes 220 feet per round... so a fastieth (50 feet, Run feat) can keep pace with one, as long as it is only carrying a light load.

I think the Emerald Claw and/or the followers of the Lord of Blades fit this mold quite nicely. Given that the EC are ultranationalists who are secretly beholden to an evil cult, and the Lord of Blades is a highly charismatic racial supremacist.

Actually, there are two contradictory figures for it in the book - on page 126, it says 30 mph, and on page 267 it says 25 mph. Keith Baker on the WotC Forums said to use 30 mph as the unofficial figure until an official clarification is made.

I can see at least two different ways to put "The Shadow" into Eberron, as well as Batman, the Phantom, and Doc Savage's Fab Five. You know, using Xen'drik as Planet Mongo, and making a fighter who is a Flash Gordon clone is not out of the picture, either.
