How to prize Magic Item that grants a feat?

Yeah, reminds me of the KoDT where the henchmen took over the group's infinite bag of holding and kept all their stuff.

For example if a Cleric would need greater Turning for a PRC and he would get an Vestment that would grant the Feat could he then take the class?

Yes, although doing so carries obvious risk (in losing the item).

Just to chime in, evasion isn't a feat, it is an ability.

If evasion were a feat, all my PCs would have it.
