How would you explain this for a campaign setting?

Option n# two (kickass option if you ask me... IMHO, of course):

Animated Statues! shouted the new kid.
Miriel sighed and corrected: No, Vampire Lords.

The Vampire lords have great armors made of iron (mithril or adamantine in the case of important fellows) which don't have an obvious way to be dissasembled short of breaking them.
These armors are entered by the Vampires in mist form through the eye-slits at the thing's face.

Yet need to decide wether spellcasting is possible or not... Rod of still spell...

Several Orbs of Storms in the vampire's control could make sure the amount of daylight is to their liking. It would only take 10 minutes to go from sunny day to heavily overcast, and it could have the nice visual effect of seeing the clouds ripple out from the citadels of the vampires.

Also, the Storm of Vengeance feature of the orb might be a useful tool of oppression by the vampire lords. Perhaps a village or town that helps out the PCs earns the vampire's ire. As the PCs leave town, they look over their shoulders to see dark ominous clouds form and destruction rain down, knowing it was them who brought on the doom of the town.

What.. like.. all the time?

Well.. all the plant life would die.. and the people would starve.. so they'd leave.. and thus the country would be a couple of powerful vampire-like overlords and some empty cities.

Hardly inspiring.
See, you're neglecting the possibility of a photosynthesis-free ecosystem: Just replace all the plants with fungi, maybe stuff brought up from some kind of Underdark-type subterranean region. So then you've got permanent darkness, vampire lords, and giant freaking mushrooms.

Place the region near the planet's poles- they'll have times when they have months of darkness 24hrs/day. ... However, when the darkness returns, and they are free to walk the surface again, they'll be ravenous- then comes the time known as...Bloodletting's Eve.

They could also be a special type of clay golems made from fired native soil, so the vampire is technically in his coffin as well, allowing him to go across running water, etc; the vampire in mist form is the 'motivating force' normally, but when he's inactive in the daytime, the golem protects him and moves him around.

Giant vampire mecha. I like, I like.

Dangit! I've been bugged again!

Actually, I came up with that idea when I took a trip to Russia in 2005. Since it was late Summer, we actually had twilight-level sunlight as late as 10-11PM.

A few months later, though...

And I also like the "Giant Vampire Mecha"...you could probably stat something similar to that up using the undead whatchamacallits from Dragonstar.
