I don't think the encounter is all that lethal. Each ninja has only a single chance with a lasso. If they miss, there is no retry. The top two targets are going to be the 18 strength human fighter and his bull as they are the ones hired to be gotten rid of (the bull is a special symbol for people so getting rid of it is nearly as good as getting rid of the fighter). The third attack will be against whoever is standing closest to the fighter. The human fighters will not be performing bullrushes, they will be pushing carts off the bridge. The rope is going to be quite long, thirty feet? So there is ample play to lasso and push all the way off the bridge. I expect at least the ranger to be not surprised and I expect the warlock to be able to take care of cutting ropes with his eldritch blast. If the warlock gets lassoed, should I give him a stability +4 bonus versus bullrush because he has 24-hour spider climb? If I do, it sets a precedent.

It is common for goods to move back and forth across the bridge. The carts are wheeled over empty and filled by laborers who haul it up from the other side with block and tackle or carry it up the long staircase. Hard, backbreaking work.

Most goods, however, go the other way across the bridge, from the large city, across the bridge, to the road leading to smaller settlement.

It'll be hard for them to push the bull off the bridge. Assuming 18 Str, it'll have a +12 modifier. (+4 from Str, +4 for size, +4 for four legs.) If the Fighter is riding the bull, I'd give him the +4 bonus for exceptional stability.

I wouldn't give the warlock a +4 bonus vs. bull rush attempts because of Spider Climb.
