HTML -- sometimes on, sometimes off?

Why is it that HTML functionality is sometimes turned off when posting a new thread or reply?

My assumption has always been that it happens when the boards are at their busiest, because turning HTML off places less demands on the system. I have no idea if this is accurate or not, so I thought I'd ask. :D

Odd; I remember responding to this thread. Maybe I only thought I responded?

Check the forum you're in. Most likely, it's turned off for some forums and on for others.
 

OK: it's on in this one, on in General, and off in House Rules. I'd swear that sometimes I can use HTML in House Rules, but I'll have to try at another time to be sure.

Assuming it is just a quirk of each particular forum, though, why have it be on in some and off in others?
 


HTML disabled in house rule ? It's the only forum where I have an use for it (and this use being, using the < table > tags to have a custom class displayed properly).
