Given that kreynolds sig is "~Sean", that really isn't that big of a stretch.

He's using the tilde in the logical sense - the negation of a proposition.

His sig translates as "Not Sean".

Ahh. I had read it in the mathematical sense, where the tilde denotes equivalence. I tend to map exclamation points to negation (!Sean) as a side effect of the languages I code in. I guess I learn something new every day on EnWorld.

Normal reach weapons simply double natural reach. Since that's what a Balor's whip does, I would interpret it as a normal reach weapon and thus it has 30ft reach at huge size. Given it's description, it's not a normal whip, but if it were a normal whip, I'd prefer to keep the difference between a reach weapon and a whip consistent, so were it a normal whip (which it's not) it should then have a reach of 45 ft - though the reach scaling for oversized whips is not mentioned anywhere.

Adding reach instead of multiplying it sounds like a house-rule to prevent spiked-chain abuse. I don't think it's necessary, and it's clearly not the way things were intended to work - but if it works for you, that's fine . It does make normal reach weapons completely pointless however.
